While a Navassa, N.C. police officer, Jaymin Lenwood Murphy, raped a 13 year old while on duty. An investigation revealed that 2 years earlier he had repeatedlyraped the 11-year-old daughter of his live in girlfriend. Both of these offenses resulted in a 41-year prison sentence for Murphy. The family of the 13-year-old victim is suing the Town of Navassa, its Police Department and Chief of Police for inadequate background screening and not following the certification process required by the state of North Carolina. The suit points out that Murphy had a personal relationship with the Police Chief, which contributed to his hiring without an adequate background investigation.
